§ 28-45. Charges or fees.

For the service of collecting and disposing of garbage and rubbish, the owner or occupant of each premises receiving water from the town as evidenced by the existence of an applicable water meter shall be charged such rates as may be established, from time to time, by the board. Such charges shall be considered a debt owing to the town from the owner or occupant of the premises which uses the service. No owner or occupant of premises within the town shall be exempt from the collection and disposal service provided by the town except in accordance with the provisions of section 28-32. All owners or occupants of premises within the town shall be subject to the service charges prescribed by the board. Any adjustment for such charges shall be made at the discretion of the board.
