§ 28-46. Responsibility of owner.

It is the responsibility of the property owner to secure or place garbage carts such that to their best ability it will not be lost or removed by forces of nature. Replacement costs of carts due to neglect or failure to secure them will be borne by the property owner at the same rate the town is charged to secure replacements.
