§ 14-1. Statutory authorization.

(a)

Municipal. The legislature of the state has, in G.S. ch. 143, art. 21, part 6; G.S. ch. 160A, art. 19, parts 3, 5, 8; and G.S. ch. 160A, art. 8 delegated to local governmental units the responsibility to adopt regulations designed to promote the public health, safety, and general welfare.

(b)

County. The legislature of the state has, in G.S. ch. 143, art. 21, part 6; G.S. ch. 153A, art. 18, parts 3 and 4; and G.S. ch. 153A, art. 6, part 121, delegated to local governmental the responsibility units to adopt regulations designed to promote the public health, safety, and general welfare.
